Came across this same issue for the hero section on my sharepoint site. There are two hero sections I was adding photos for, one was the carousel and the other were just tiles. Carousel images were appearing blurry/low quality, tried smaller png formats and 150 dpi 1920x1080 formats, although still were blurry. The solution I had was that vertical images (9x16) did not appear blurry in the carousel, so I had to make due with that. No issues using (16x9) images in the stationary tiles section for me.
