Best web part or approach to show 5 images beside each other with links below them
We need to add a section inside our communication site home page, as follow which shows 5 images and links below them :- which will have responsive effect, so less images will be shown ...

The web part I would recommend is the quick link web part. You can configure it to show image with a title. It would be closest to what you are describing.
Unfortunately, you will not be able to control what links that are visible in different screen sizes. To do that, you would need to create your own custom SPFx solution.

ArefHalmstrandso you mean the built-in Quick links web part is not responsive ? i though all the modern web parts are responsive
