Best way to store 700 GB in Sharepoint Onpremises document library or file server
We do have a requirement to upload documents which are equivalent in size approximately 500 GB (these document will be uploaded by nearly 70,000 users).
1. Which is the best way to save documents with respect to resources, security, speed and availability?
2. SharePoint on premise document library or file server?
if we save the documents on SharePoint document library, do we need to maintain separate farm environment in order to control the traffic?

This is a hard question to answer because some of the things you are asking about will depend on your internal infrastructure. It will also depend on what you mean by "uploaded by nearly 70,000 users).
If it is just direct file access then, a file server will often be fastest. The types of files and usage scenarios may also influence the decision.
You should however consider how people will access the documents and other requirements you may have. For example, SharePoint Search, metadata for document classification, integration with other systems via API's are all good reasons to go with SharePoint over a file server.
You don't need a separate Farm to control access, but you should consider a separate site or even a web application in the same farm. This may depend on the capabilities or your firewall and your network architecture (independently of SharePoint).
