In modern team sites & group sites (by the way, some kind of sites behind the scenes) you already have some tools to accomplish this...there is a replacement of the Script Editor WebPart created by Mikael Svenson that can help you and also check PnP resources about provisioning options here
Lets not get into Mikael Svenson's Script editor replacement WebPart, it already created storm of discussion whether its best practice or not. To keep it simple, only branding option available as of now for modern sites is to use the custom theme aka composed looks.
