A simple Microsoft 365 approach is a scheduled Power Automate cloud flow: run daily, use Get items on the SharePoint list, filter rows whose expiry date is today or earlier and whose notification flag is blank, send the contact an email, then update that flag and the notification date. The final update step prevents a reminder from being sent every day. Start with one test supplier and a test mailbox before turning it on for the full list.
