Audience targeting and filter stopped working for highlighted content web part

We just ran into an issue where any page that has a Highlighted content web part setup with a filter and audience targeting turned on brings back no data. The web part will work with one or the other not both.This has been working up til today. 

I had to turn off audience targeting for all of these web parts to get files to show back up. Is there a known issue that is being worked on?
