How to create a column where people can attach file in sharePoint list other than attachments column

Unfortunately, you cannot create another attachments/files column in SharePoint lists. This is a limitation of SharePoint.
You will have to attach all files in existing attachments column only. OR if you want to attach image files against list items, you can use SharePoint image columns. Check: All you need to know about new image column type in SharePoint Online
Note: You can only add one image per image column in SharePoint list.
