In my library settings all I get is this
I have two labels published and working, once we do the data migration I would like to label multiple documents. However the option is not there nor available add in the description of the document. It is almost like the link between labels and SharePoint is not there.

Must be a permissions issue as you don't have all options so that's where you need to start digging.
ChristianJBergstrom thank you for your response. I am not sure as the account I am using and my global admin account, both are not showing any label information.
