There isn't a concept of different levels of environment in SPO, it's a case of running up individual tenancies for each environment. E.g. I have 3 environments, mycompanydev, mycompanytest, mycompany. This isn't a massive issue usually as long as you're sensible with your licensing i.e. if you have 1500 users in live, I would suggest that you don't have that many in the other environments. Again as an example I have 50 E3 licenses in my live tenancy, and in dev I have 5 E1 licenses. That may need to change if I need to leverage any functionality not covered by that level, but it works for me.
