Sometimes yes...
I may only share my experience - on the picture is SPO site, not Group. I'm on First Release, have Power BI Pro license, and able to add Power BI web part. That's all what i can do - current implementation requires everyone in tenant to be on First Release. Other words, i'can't add any content to web part.

I echo the feelings about requiring Power BI Pro licences but we also restrict the New experiece to team work areas of SharePoint. The Intranet site is fully branded and in classic mode and will be for some time. We have lots of clients wanting a simple Power BI webpart on the Intranet home page to publish Sales, Performance, H&S report, often just one simple chart and we were hoping this would be perfect.
