add footer to the page layout

I want to add a footer to the end of a page layout.   Also add header just before the welcome block.   Is there a way to keep footer to the bottom of the page.   thanks

Are you talking about modern pages in SPO? If the answer is yes and you need to do this for every page in your site, you will have to wait until SPFx extensions are ready
