Able to Edit PDF file but Download is Blocked for The External User
In SharePoint Online, managing permissions for external users so that they can edit a file but cannot download it is a bit nuanced. So far I know, SharePoint and OneDrive do not provide a straightforward, built-in feature to allow users to edit a file online but restrict them from downloading it.
Some services might offer more granular controls, such as allowing online form filling or limited editing capabilities without enabling full download access. Examples include Adobe Document Cloud and Nitro PDF. These tools often come with their own set of permissions and sharing settings that might meet your needs.
Additional Tool: Microsoft Power Automate and Custom Flows. Although not a third-party tool, Power Automate (formerly Microsoft Flow) can be used to automate actions in SharePoint Online, including managing document workflows, permissions, and access control.
