MicrosoftHave you checked the permissions on the master page or any references css pages? If this is SharePoint on prem then you can view the ULS logs to see where the permissions issue lies.
Did none of the comments work? where do you apply the permissions and is the permission inherited or broken?

Yes, none of the comments work according to the troubled user.
The permission was applied to a subsite and the subsite has unique permissions not inherited to the parent site.
