A user in SharePoint subsite has FULL CONTROL of access but cannot access permissions list.
You mention that this is in a sub site. What permissions does the user have to the root site of the site collection? Try temporarily giving them Full Control in the root site and see if that clears things up. If it does try paring back their root site permissions and see if they get the access denied again. Since permissions involve things outside of the individual site I suspect they can't access something in the root site that they need to configure permissions in the sub site.

Have you checked the permissions on the master page or any references css pages? If this is SharePoint on prem then you can view the ULS logs to see where the permissions issue lies.
