I'm trying to reproduce but I'm unable to so far... What type of site collection (Modern or Classic and template used) and subsite (template used) are you using and how is your user accessing the permissions of the subsite? Just through the gear icon in the top right selecting Site Settings --> Site Permissions?
Yes you are right. Just through the gear icon,site settings and site permissions.
She is using the modern view.
