403 Forbidden getting SharePoint versions BUT they work at design time AND all other REST calls work

What is strange is that all the other REST calls I'm running using the same parameters are working fine, it's just anything relating to versions that fails (I've tried several calls relating to versions and they all fail at runtime but are fine testing at design time). Does anyone know what the problem could be..??
