21V SharePoint Group Site can't update Site logo thumbnail after the first time set it

After create a group site collection in 21V. I can only update Site logo thumbnail in Settings->Change the look->Header->Site logo thumbnail once. After that, I can not update it anymore. This has caused huge trouble for me.
If there is any progress in the research or other alternative solutions, please contact me

    I run into similar issue once. After trying many options, I have deactivated "SharePoint Server Publishing Infrastructure" feature it work for me.

      Thanks a lot, but this site collection is create new for test, I have not active any feature.
