Is it possible to configure microsoft project server 2019 on premise to NOT allow users recovery the timesheets already  approved by the project leader?

ware32- As Dale mentioned, there isn't a setting available to stop it. Nonetheless, closing past timesheet periods will prevent users from recalling the timesheet and altering it.  It’s not a perfect solution, but it does stop users from changing previous timesheet submissions.

I have located the option to close timesheets, but it could be possible to close timesheets for a specific project?

ware32 No, you can't close a timesheet period for a specific project.  You can open the project and set the Locked field to Yes for all tasks to prevent time reporting, but that is for all timesheet periods.

I did some research on your problem, and there is no security setting that would allow you to block team members from recalling timesheets they have previously submitted for approval. This means you need to make this a "training and performance" issue with your team members. Sorry, but hope this helps.

what does it mean? (training and performance issue)
      • Teach people what you want them to do and then hold them accountable for that behavior.
