Thanks. I had actually posted this in the other location in hopes of getting more help there. I have posted on a thread with multiple people with similar issues in the partner led area but no one seems to have a solution. It appears that the Microsoft system may be down but I have yet to see anything official from Microsoft on that.
I have submitted a support ticket (that was my first attempt) but it was just quickly closed saying "Congratulations, your' problem has been solved" without either solving the problem or giving me any way to respond letting them know that it wasn't solved. That said, I'll try another one. Maybe I'll manage to get something out of that one.
Needless to say, this is incredibly frustrating. If the reports I'm seeing from some others are correct and the registration for the Hardware program is down, Microsoft should be posting something in the partner center letting people know rather than just giving an incorrect error when you try to register.

CJohnson_MedOMG, I'm not alone.
Has there been any movement on this issue.
We are going through the exact same problem.
I went through this about 18 months ago in a different situation and there was actually a broken/missing link. We only found out after many rude emails had been sent and microsoft finally allocated a tech to help.
I don't have the link anymore (not sure if that is the case now).
Please, if you here anything back, repost here.

Who did you rudely email to get your issue resolved? Did you have to make multiple support tickets? Or did you just reply to one?
I think we're having a similar issue, but I'm lost at where we need to go to get help. I tried creating a support ticket, but the answer was so generic that I'm pretty sure it's just a bot.
