An issue a lot of partners experience with managing PartnerIDs. Documentation is lacking as well as support from Microsoft in getting things fixed. It all looks so easy, but it never works in one go... at least not in my experience, and I've done multiple for my partners.
If you're an Indirect Reseller, your CSP Provider should be able to assist with this process and provide insights, input and support with the merge.
If you're Direct Partner, you're more on your own on that matter. Hopefully you're a managed partner, so that you can contact your PDM for support. Otherwise you're reliant on the standard support teams.
