im having this same issue, as with many other valid operational businesses that have clients and wish to provide MSP/CSP support and leverage GDP for secure management of clients.
Currently Microsoft force me to use insecure non gdap access methods and not be able to manage the clients licenses through csp even though i have been running as a business for years, and they wont give any information as to WHY, what is wrong, what needs changing or what the criteria we were judged inadequate on.
has anyone successfully got out of this verification failure loop/block?
