Become a partner "request was blocked"

We are UK based company trying to register with MPN, but immediately after submitting in company information we get the following message:

http://www.microsoftintegrity.com/. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please reach out to https://go.microsoft.com/fwlink/p/?linkid=868372 with reference number: and transaction ID: <redacted>

Unfortunately, support link is useless and does not allow submit a request. Maybe someone could suggest how to deal with this?
