Legacy competencies when Silver Partner

They can't. Partners are not eligible to choose the competency anymore. Partners are only eligible to renew the legacy benefits for the competencies they were had on September 2022. If they didn't have the Cloud Platform competency before that date (the deprecation date of competencies), then they are simply not eligible to get those benefits.
"You'll be able to renew your Silver or Gold membership during the renewal window that opens after your Anniversary Date (date of purchase). You receive the same benefits as before once you successfully renew your membership." = meaning, you can't choose the competency to get different benefits associated to that competency.
Regarding 'choosing' between the different types of competencies, that's simply not possible/needed anymore. You renew you legacy benefits and get the benefits associated to the competencies they last had on September 2022. You can't choose anything. If the partner was eligible back then, then they're eligible on their renewal as well. But you can't expand your eligibility by earning a new competency type.

Thank you for your reply. The issue with renewing Silver is the competencies. Let us say a partner only has the the Small and Midmarket Cloud Solutions competency and wants to get the Cloud Platform competency (to get the correct incentives etc.) what is he supposed to do to get this?
