Where is my Support button in Outlook?

I was referencing the article above earlier today, because I found a bug (one of many) in Outlook webmail that I wanted to report. Is that something users can do?...
So I noticed this part!
"To determine whether you're eligible for support with new Outlook, please refer to the table below."

So I'm here to ask... where is my Support button? I have a Microsoft 365 subscription. I had it for 10 years, before it was called Microsoft 365. Apparently, my level of service is "Tips". That's what Microsoft sees as a worthy service level for someone who's been paying for Microsoft 365 (previously Office 365) for 10 years. Because that's the button they have placed in my Outlook interface. And how do I report this? There is no way, because there is no tech support for consumers. Yes, I'm a consumer, not a business with deep pockets who can afford priority support (which isn't that great, I've read the stories of those customers, it's all over the web).
I'm supposed to have these buttons on the Help menu:
Help, Support, Feedback

Am I right? Or is this article grossly inaccurate? Which is it?
And here I was writing a bug report to improve your product. Thanks a lot! For your preferential treatment and for making it hard for me to improve your product. I guess you're not interested in what your customers have to say on how to improve your product, you want to have it your way.

You can submit a question by tapping on the “Support” icon in the upper right corner of the web version of Outlook. icon in the right corner of the web version of Outlook→Support to submit an issue.
For the desktop version, you can just go to Help→Contact Support. - NullableBrass Contributor
The title did say "Contact support and provide feedback in new Outlook for Windows". Based on the visual appearance, I believe I am already using the "new Outlook for Windows". It's not the Windows desktop app, but with Microsoft's "One Outlook" vision, what does it matter if I'm using the webmail version? They are all the same now. Or are they? Yes, I can install it, but I decided I don't want it on my computer. I much more prefer the normal and fully featured Outlook desktop app. And this part is not even related to "contact support"! This is the "provide feedback" part! Is it not? But where is the "Support" button? That's what I want to know. New or classic Outlook, does it matter? All instances of Outlook are now supposed to be the same.
