Webcal subscriptions not fully syncing

Our medical school uses an SQL database to produce webcal feeds for class and building schedules. They've been using these for years without issue. At some point recently, users who are newly subscribing to them are only seeing events for 2 days before the current date and 7 days after. Subscribing to the same webcal feed in Google calendar syncs all of the published events.

    1. Refresh the calendar manually
    Open the Outlook Calendar view
Right-click on the WebCal calendar → select Refresh
    2. Resubscribe to the calendar
    Delete the existing WebCal subscription
Re-add the subscription link (make sure that the link starts with webcal://)
    3. Check the calendar settings
File → Account Settings → Account Settings
Select the Internet Calendar tab → Check the subscription status 4. Advanced Troubleshooting Steps
    Clear Calendar Cache
    Close Outlook
Delete the contents of the folder: %localappdata%\Microsoft\Outlook\RoamCache
    5. Change the Synchronization Settings
    File → Options → Advanced
Click on Send/Receive in the Send and Receive section
Increase the Synchronization Frequency of All Accounts 6. Test the Link Validity Change webcal:// to http://
to confirm that the .ics file can be downloaded normally.
