Solved

Since yesterday's update, Outlook no longer pulling new email down to Android phone

I no longer automatically see new email in my Outlook Inbox on my Android phone.  I have to manually reload the Outlook page (drag my finger from top to bottom of the screen) for the email to arrive....

    This appears to be working again. I've done nothing, and see no app updates since yesterday, so I'll write it off as something MSFT noticed and fixed on the backend.

I forgot to mention that I've rebooted, cleared cache, and done a "RESET ACCOUNT".
