Set Actionable Message state on open

Hi, 

Do you guys know if it is possible to set the state of an actionable message card on open?

I am thinking by way of an example is around a scenario where you might have two recipients who can approve an action but only one needs to complete the approval. If recipient A approves/denies the request then when recipient B opens the message in outlook they see its already been approved and the message becomes more of an FYI message card.

I know you can update the card using the refresh command but this only triggers when a user has completed an action on the card, not when the card opens. 

I suspect this isn't possible but wanted to check.
