No, you must use Classic Outlook if you want to import csv-files for appointments or otherwise use the ics-format.
However, note that New Outlook and Outlook on the Web have the option "Edit this and all following event" for recurring meetings. This will keep the history of the recurring meeting.
Classic Outlook doesn't have this feature and will indeed reset the entire series when editing the recurring meeting.
