There is a limit of the total size/length of rules, you might have hit that. For Exchange Online mailboxes, you can follow the instructions here to check/increase the limit: https://learn.microsoft.com/en-us/exchange/clients-and-mobile-in-exchange-online/outlook-on-the-web/increase-the-space-used-by-inbox-rules
As mentioned in the article above, disabled rules do not count against this limit, so disabling one or more rules is a quick fix.
