Outlook Exchange and Business Basic
I recently attempted to buy Business Basic 365. When I attempted to do this, I had the same issue that I did with my Windows Live Account and Office Family 365...., the enrollment would not take my email address. I currently own a work and school account that uses this email address because it is attached to my Outlook / Exchange services through the vendor. However, the vendor does not offer anything but Premium Microsoft 365 pricing which is extremely expensive and therefore, it is cheaper just to buy Business Basic through Microsoft. Why am I not able to sign up? I should not have to create another email address for this scenario to work. Is it because Outlook / Exchange 365 already exists and there is a conflict?

Yeah, it’s probably because your email is already tied to an existing Microsoft 365 tenant (your work/school account). Microsoft won’t let you overlap the same domain/email for a new subscription you’d need to either get your admin/vendor to upgrade your existing license or use a different domain/email for the new plan. It’s annoying, but that’s how their system works.

The reason you can't sign up for Microsoft 365 Business Basic with your current email is because that email is already part of an existing Microsoft 365 tenant managed by your vendor. Microsoft doesn't allow the same email or domain to be used across multiple tenants. Since your vendor controls the account tied to Outlook/Exchange, you're blocked from purchasing Business Basic directly from Microsoft using that email. To resolve this, you can either ask your vendor to assign a Business Basic license (if they support it) or create a new Microsoft 365 account using a different email or domain.
