Outlook.com account a folder appeared and there is no option to delete it

So you'll never believe the fix. The problem was 'server side'. Under the settings for Outlook web, I changed the language to something other than English, then back and the folder disappeared. Tech support first had me jump through a bunch of hoops and said to contact them the next day using a reference number if the problem persisted. It did, and after getting through to tier 2, they wanted to remotely connect to my PC. I refused and asked them what they would do remotely that I couldn't do myself. After a lot of back and forth, the rep said, change the language to something other than English, then back. Once I did that. The folder disappeared.
It's not a normal name for a default folder, but that is what it appears to be - or so the server thinks - that is what you it or rename it. Do you also sync the account with a smart phone? It's possible the phone created it and the correct name did not sync over. Antispam and other add-ins will also create folders.
If you have classic Outlook, you could use mfcmapi to delete it (or hide it). Instructions for mfcmapi -How to Hide or Delete Outlook's Default Folders - I would try deleting it first and see if it comes back.
Otherwise, contact support and ask them to delete it. You need to use the chat system (can request a call back if you have a subscription). See this article for support options available:

I thought I had replied to your post, but I no longer see my response.
I'm using Outlook on Android, PC, and Mac, all syncing the same account. On Android, the 64378 folder doesn’t appear. On PC (Outlook in Office 2024 LTSC Preview), the folder kept reappearing after deletion, but a hard delete (Shift+Delete) finally removed it. MFCMAPI was great, thanks for that. The 64378 folder wasn’t under IPM_SUBTREE, likely because the hard delete worked. I haven’t checked the Mac yet.
I looked into support options you listed, but they all seem to require an Outlook 365 subscription, which feels unnecessary since this appears to be a server-side issue with Outlook.com.
