Outlook can't Open

Outlook stopped recognising one of my email accounts (Hotmail). 

So I removed it, re-added and it wouldn't add. 

Reinstalled, added fine. 

Now it won't even open Outlook at all. Even after a fresh install. 

Works on my tablet and phone, but not on my laptop.
