Outlook 2021: Setting for scroll-wheel zoom that shows the text, not the zoom percentage?

I don't know when this change was made; we went right from Office 2007 to 2021. 

Most (all?) programs show the content when you scroll-wheel zoom. 

Outlook now switches to a blank background and shows the number of the zoom level percentage. It's not useful, and it's redundant anyway - the zoom percentage is shown anyway on the slider at the bottom-right of the window. 

Is there a setting somewhere, or a Registry entry, that can change this program behavior?
