New Outlook Online - Forgotten Attachment Reminder gone

Afaik it simply isn't supported yet in the new OWA version. It's a preview, lots of other features are still missing as detailed here: https://techcommunity.microsoft.com/t5/Outlook-Blog/List-of-features-not-yet-available-in-the-early-version-of-the/ba-p/240457
