New Outlook does not allow Email List or Group List

Windows 11 fully updated including optional updates.

New PC.

Anvirus scans show no infections.

Outlook desktop New Version Application. Not old Outlook desktop application, not Outlook web.

Successfully signed in with @Comcast email address.

Create first Group Email list > "you have reached the max allowed number of Group lists"

Create first Email Contact List > only allows 1 at a time, does not allow me to copy paste a large quantity of email addresses.

I am not going to add them 1 at a time in Email Contact List, I do not have the time for that.

How do I create a list, either with Group List, or Email List? I have a large amount of email addresses that I must send to each week. Is this caused by a glitch, or am I doing something wrong? Thank you.
