Microsoft 365 Business Basic in New Outlook
OK, so it works now for Microsoft Outlook Version 1.2024.214.400 (Production), Client Version is 20240209002.21. As discussed here https://techcommunity.microsoft.com/t5/outlook-blog/how-licensing-works-for-work-and-school-accounts-in-the-new/ba-p/4047361, you have to mark your Microsoft 365 Family account as the primary account in the new Outlook. After this is done, you can add your Business Basic account.

Are you using the desktop version, rather than the new Outlook? My desktop version is 2401. In any event, the Desktop version does not suffer from this issue. Microsoft 365 Business Basic subscription accounts always could be added to the Desktop version of Outlook that came with the Microsoft 365 Family subscription.
As explained in https://techcommunity.microsoft.com/t5/outlook-blog/how-licensing-works-for-work-and-school-accounts-in-the-new/ba-p/4047361, the restriction only applied to the new Outlook because it is in beta, and this restriction has now been lifted. For the new Outlook (which is a completely different interface and product than the desktop version of Outlook you have), you need to set your Microsoft 365 Family account as the primary account before adding the Microsoft 365 Business Basic account.
I will also mention that the new Outlook has pros and cons relative to the desktop version of Outlook that you have. The major positive of the new Outlook is that it is much faster than the old desktop version. However, it is not on feature parity with the desktop client. For instance, it does not support pst files, and the support for rich signatures is very buggy. There are quite a number of shortcomings, actually.

You might try updating using Windows Update after telling Windows update to download the latest versions of all programs, not just Windows. You need a slightly later version than the one you have.
