How do we release a quarantined email sent to distribution list

All,

Let's say we have distribution list with few members in office 365.

Quarantined notifications sent to distribution list based on a custom quarantine notification policy.

When members get this notification and click on view or release a message, it opens up quarantined portal with nothing in there.

My question is how a DL member would view or release that message?
