How do I download outlook emails in bulk on Surface Laptop 7 (Arm)

Install the 64-bit Microsoft 365 desktop apps and use Outlook (classic), which is supported on Windows 11 ARM.
In Outlook classic, go to Account Settings > Account Name and Sync Settings and set the mailbox to download All mail. Wait for the mailbox to finish synchronizing.
Then go to File > Open & Export > Import/Export > Export to a file > Outlook Data File (.pst).
The ARM limitation applies specifically to PST support in new Outlook. Outlook on the web also doesn't provide a direct mailbox export to PST.
If your organization blocks Outlook classic, add the mailbox to Outlook classic on another supported Windows PC and export it there, or ask your Microsoft 365 administrator for an approved compliance export.
