Create "Scheduled" Folder - option to choose folder not appearing

After we upgraded to Outlook Mobile for iOS 3.14.0 the option to select your own folder for Scheduled email messages when you swipe to the right is not showing up. This is an issue for people who have their own "Action/Follow up" folder in Outlook. It works in the Outlook mobile for Android version. We could only get the option to appear in the iOS version with brand new user accounts. Has anyone experienced the same? The swiping option is a great productivity feature  and it's too bad it's not working as expected.
