Copy and paste draft emails

When an email is in the draft folder I can copy and paste it no problem. But if I add the email draft to a sub folder in the draft folder and try to copy and past it, it adds it into a conversation and I cannot use it as a template anymore. Outlook has never behaved like this in the past. Please help.
