Certain Emails not getting imported to Outlook

Certain emails from my POP3 account are not getting downloaded from the server for some unknown reason.  I can see them on the webmail client, but Outlook 2019 ignores them despite everything I do to get them to download.  All are from reputable senders and are not being blocked by spam blockers.  One thing they all have in common is a line that looks like this:
