“Failed to Load” error comes up when you try to send a photo to Outlook through iOS “Photos”

One of my users is unable to attach images on his iPhone 8 to the Outlook app through Photos. We've already tried uninstalling and reinstalling, signing him out and in, hard restarting the iPhone, and ensured it's fully updated. Any suggestions for fixes?
