What caused it?
- You shared a file or folder with many people using a public ("Anyone") link
- Those links were accessed too frequently in a short time
- Microsoft triggered temporary throttling or blocking of anonymous link usage
This happens even if:
- You're not intentionally spamming
- Your friends just tried to access it many times or shared the link further
How to fix or avoid this
Short-term workarounds:
- Wait 24–48 hours
Microsoft automatically lifts the block after a cooldown period. - Resend a new sharing link (after cooldown)
Delete the old link and create a new one later. - Use OneDrive "People with existing access" or "Specific people" links
Share the file using “Specific people” and enter your friends’ email addresses.
This way, even outside users can access the file after verifying with a one-time code.
Long-term solutions:
- Don't use “Anyone with the link” for mass or repeated sharing
- For large-scale file sharing:
- Use Microsoft Teams or a shared SharePoint site (if you have Microsoft 365 Business)
- Use third-party platforms like Google Drive, Dropbox, or We Transfer for public sharing
- Ask your Microsoft 365 admin (if you're in an org) to adjust sharing policies
Maybe you can’t fix it by:
- Re-uploading the file
- Changing OneDrive plan (you already have enough storage)
- Using a VPN (the block is tied to the link/site, not IP)
