view online via the onedrive desktop app goes to list view ReviewItems/AllItems.aspx

we have an odd situation that we believe happened with a user who was global admin and a MS representative messing with possible permissions and role.

this paraticular issue is when this user clicks on 'view online' via the onedrive desktop app it opens the browser and goes to a list view:
