Sharing folder with internal users

Hi Team.

I have the following case:

User 1 share folder with user 2 in OneDrive, permissions default is edit.

When user 2 receive email with sharing folder, user 2 has enabled the option to share user 1's folder to other users.

so that user 2 cannot share a folder that was shared to him?
