Option to enable external sharing for a users is missing

A users OneDrive external sharing option form the admin center is missing. 

Admin Center-->Users-->xyz user profile --> OneDrive -> Manage External Sharing

I looked around for past few days almost every page on docs.microsoft.com but couldn't find anything to fix it.
