OneDrive Sync Client Resets the value of "DisablePersonalSync" after each reboot

I'm having a problem with the registry setting to enable OneDrive user to synchronize personal OneDrive accounts.

 

Per these https://support.office.com/en-us/article/use-group-policy-to-control-onedrive-sync-client-settings-0ecb2cf5-8882-42b3-a6e9-be6bda30899c settings, "DisablePersonalSync" is set to 00000000 (to enable Personal OneDrive sync)

 

[HKCU\SOFTWARE\Microsoft\OneDrive] "DisablePersonalSync"=dword:00000000

 

However, upon each reboot the value of "DisablePersonalSync" is changed back to 1 from a setting of 0.

 

How to make it so that DisablePersonalSync stays 0 after each reboot?
