Onedrive Photos people tab constantly flickering

Onedrive Photos people tab is trying to open a side frame, then closing, then opening.

It's happening on all 3 major browsers, cache cleared, incognito, no extensions etc.

I tried to post more detail on the new Q&A site, no images or anything, just the console log, and it immediately deleted my post and banned me. So I'm trying over here.
