Onedrive is asking users to sign in to upload

I have setup the proper security so I'm super confused on why an external user, non m365 is required to sign in to upload a file. After I setup the blow settings I share the link from the Copy Link button. 

it's not a caching issue. It's happening for me in edge which i never use and other users devices
