How to prevent creation of modern team sites from OneDrive WebGUI?

Question

Hello,
we have not yet unlocked the option for users to create modern team sites.
On SharePoint home we could hide the button to create this via the SharePoint admin center. Now I notice that in the OneDrive webGUI a user still has the option to create a modern team site with the little "plus" button.

Can we prevent this somehow?

What about disabling Group creation by means of the Azure AD Policy?

Thanks for your reply. Unfortunately, we don't have an Azure subscription. We still using local AD with O365. But I'll keep that in mind.
